Added the spawn timer and updated the loot info to include the quality level range and add the bracers.

After being killed, he will respawn 20 minutes later although he has a (small) chance to skip.

I'm not sure this is overly accurate.
It may just be my bad luck, but having killed him on spawn for 10 rounds, he seems to regularly skip one spawn (respawning after 40mins). only twice in that time did he spawn after 20mins (but at least that proves the spawn time IS 20mins (just that the 'small' chance to skip seems a little optimistic)).
And in one instance, he missed THREE spawns in a row..!

I've now been sitting here for 2hrs 25mins with no show. That's... 7 missed spawns in a row!!!
I'm not sure 'a bit more neutral' covers this!!!
