from Unicorn Commander Labbe as soon as you have completed the Mission :: Shiny Shards within the Arid Rift Questline ( in fact it's after Evolution part quest )

There is also a level requirement; he wouldn't talk with me at level 202 but he will at 212. I suspect it's either 205 or 210. If anyone knows for sure I can update the guide.

Guide is part of Arid Rift. Was added to Arid Rift
Added level req of 210
Slight changes made to working to prepare it for insertion into Arid Rift guide
