Heh a friend and I have been collecting stray pennies for about two years now so that we can redo her kitchen floor with them. It comes out pretty nice looking, it's just very labor intensive, and a TON of pennies.
It should come out to something like this...

Any glass or tile glue would work and then a coat of poly.. she doesn't like the idea of having any kind of grout color. Then you put one more layer of poly over the top once it has dried. They say you can use an epoxy sealer too, but it's a lot more expensive and you can only make small batches.

I was thinking of some kind of clear epoxy... Just pore it on and let it settle...

there are industrial clear floor epoxies. Rock hard, impact and chemical resistant coatings. Paint stores probably won't carry this type of product but the materials cost about $70 a gallon in 5 gallon kit minimums.
Cool idea.
