Well i'm fairly new to AO and i dont know if Notum Wars and Shadowlands are free to download and play.
I'd like to know what level i should be before i consider downloading either expansion aswell?

Ok, if you've downloaded either the small client or the large one on a free account, then you already have notum wars.
Shadowlands is accessible for only $5 or 5 euros (depending on where you're from), but for this you would require the LARGE client.
ALL expansions costs 19.95 (either $ or euros) & gets you access to everything.
As for WHEN you would or should upgrade, I personaly wouldn't upgrade anywhere in the first month of playing, depending on how much help you get this is the minimum time it will take you to work out what you're doing & how to actualy control the game properly & learn the basics.

I always recomend to stay froob untill atleast level 100 so you get the feel of the game.
SL got other rules than RK, so it is better to learn one set of rules first
