I'm looking for armor, rings, bracers, etc., in those areas that are wearable by a <30th level adventurer (I do have 1 piece of shoulder armor and some low-QL rings). Are those items just not available in the shops, and does that mean I need to focus on missions for them?

Nice rings at youre level can be found in the Temple OF The Three Winds. A lot of people hate the place mind, for various reasons. also
Nice shoulder items drop in there too, along with some pretty nice
back armour. as for wrist stuff, most of the things for there I've seen drop on rk so far are from missions, (chest loot mainly, iirc)

This would actualy make a realy good Guide...
check out our Guide on the
Temple of Three Winds for layout & drops. (Don't forget that there are 3 different kinds of Notum Ring & Platinum Ring which buff different skills)
There are the sided shoulderpads from n00b island which are not NODROP so you can make another char & bring 4 of them off the island for your alt...
The
Crypt of Home Guide lists a quite nice
neck item to wear instead of your tokenboard, but you need to get 470 in BioMet to equip it & the Crypt of Home isn't a nice place for little ppl... But since they are real easy to get for higher lvls you should be able to pick one up real cheap.
At my stage in the game, I don't know many decent neck items, I think FC realy stinted on these considering some of the other realy nice items you can get for other places...

Olow what side are you? Neutral, Omni, or Clan? each side has some items for those spots, depending on what side you are on. for example Clan has a ring quest that you can do, to get a ring that will raise your base abilities. Omni and Clan have a shoulderpad quest that you can do, Neutral can wear both of the pads, and for Neck items, if you are sided you might want to do missions (mishs) for tokens to upgrade your token board and get buffs from them. or if your Neutral stick to the Neck item from CoH (Crypt of Home) that you can aquire later on in your lvls.
but for your current lvl (30) the rings, back, and shoulder items are great for you right now. if not the best, imo.
and i agree with you snake on the neck items, there are too few. and the really good ones are either Title Level locked, like the cyborg token board, or ones that you will eventually use only, in the case of Neutrals and the neck item from CoH.
for wrist items its mainly items you will find in chests or off mobs (monsters) you loot in the game that you will use. i used to use 2 wrist items from CoH that drops from Bane, since my main is an Engineer. but now i use 1 wrist item from there, and an items from Inner Sanctum (IS).

My adventurer is neutral. Thanks for the tips -- I'll try the shoulderpad quest when I hit level 30. I did find one nice shoulderpad early on that isn't alliance-specific, but have never found another.
What's the clan ring quest you mentioned? Neutrals can't do the
High Commander Brock Quest because it's in Tir, if that's the one you mean.
It seems like neutrals are at kind of a disadvantage to omni/clan. No token board, and blocked from lots of alliance-specific armor and such (at least early on). I guess we can travel a bit more freely, but not in Tir where many clan adventures are...

I believe you actualy have to be clan for the Brock rings (this is the ring quest mentioned...).
Neuts enjoy their freedom in expense of a certain lvl of technology, because they're not sided noone quite trusts them & they don't have the scientific backing to research these things in much depth...
It's not just some of the lower end items, there are some top end armours for example that are specificaly sided that Neuts miss out on...
Neutraility has it's price...
