This is a nice HUD items if your MA or MP is using a bow, with the final upgrade being coveted by any MA or MP who uses Aim Shot with their bow.
All of the base parts drop in Albtraum. Or if you are lucky, you might get an Albtraum mob wave while you are completing A New Inferno Hard Missions, where their boss can drop any of these parts.
