Didn't Funcom change the process so that it is now the Cyber Sleeve's quality that determines the De'Valos Sleeve quality? Or, did it change back at some point?

With QL51 Powdered Viral-Bots and a QL60 Worn Cyber Armor Sleeve i was able to TS a QL60 De'Valos Sleeve.
It needed 360 skill in both NanoProgramming and ElectricalEngineering.
So it seems the QL of the Cyber Armor Sleeve determines the final QL (ofc bot's have to be in TS-range)

Thank you Loni and RichardDom for this information! I have updated the guide to mention that the sleeves now determine the QL, and the skill requirement is based on them as well.
