I asked in social, only reply I got was "Omni and Clan Basic", yesterday I created a Clan character, and it's true, so if this goes live, neutrals will need to find a Omni or Clan friend to get their premade Implants, today I asked if this was temporary or overlooked thing, but just got the sound of crickets, there were other players, checked and seemed I was the only neutral, so guess they didn't care. So no replay to today's query

if this was a change, that's going to stay, I gotta Ask . . WHY ? but I can only ask here
