I have updated the guide with the following:

Updated the picture of the ICC Peacekeeper Commander to show off his new look.
Added a waypoint to the Primus Camp.
Clarified you only have to kill the placeholder to spawn Otacustes. You may kill the other mobs in the camp for loot.
Removed information about Otacustes despawning - he doesn't despawn unless you hand him the letter.
Corrected the Mercenaries' despawn timer to 2 hours.
Reworded the raid force requirements to take power creep from later expansions into account.
