I think the mission timer is one mission per 18 hours, not 24 hours.

I verified the timer in-game and it's in fact 20 hours

I also corrected the information for the neutral mission; neutrals do not get tokens and so they don't have to return one to Sprysi D'Lere. Instead, they have to loot a Sealed Equipment Crate and return that.

Do these missions scale depending on character's level? Is there a minimum required level to get the mission?

They scale with your level; they are the same difficulty as if you put your mission window's difficulty slider one step right from the middle (10% above your level).

I'm not sure about a min level, but at level 25 I can pull them.
