I have attempted to complete this quest several times at 180-190ish range, each time I get denied by Donna. I remember reading elsewhere this quest has a level lock at 50 and above. Having created the character before SL was released, I was never low enough to complete the key quest. Am I misunderstanding something here?

According to our research and to my knowledge I/we have not encountered a level lock on any key quest, it is however something we will look into. If you can provide screenshots and/or other information that would help us to, any information you like to share can be sent to silvana@ao-universe.com

You're definately missing something somewhere...
I suggest putting in a /petition and having an ARK/GM check your flags for the quest, it sounds like you've already got the flag for it...

You only need 3 insignias for this quest now, since you don't have to "recharge" the device between blessings anymore.
