These sleeves were meant to be introduced with patch 15.5 in 2004. Most likely, it would have been part of the (then) new dungeon, "The Crypt of Home", introduced in the same patch. The only other reference I can find on "The Master of Glass" is on the Murder Maul. It says:

Ukur Thog-Rommor was finally killed by the Master of Glass - and both sides rejoiced. Remaining members of his band spread to the outskirts of the world, where most of them disappeared.

 After 20+ years? I'm mean I get it, but a guide should probably learn towards suggesting things that are confirmed obtainable instead of theoretical loots right?

There are players out there with 18-year-old items that no longer drop but were deleted from the loot table but are still in the database.
