Is this still in game? I am not sure how to access this now that the old style player cities are gone, can anyone help?

It's still available in the HQ of player cities. Player cities are now instanced; if your org has one, you can use the grid exit to get there. If your org doesn't have a city, you can join someone else's city if they invite you with a key. The cities are accessible via the shuttle platform in ICC HQ.
