im stuck talking to vincinity on noob island can someone tell me how to make it so i can talk to everyone again

vicinity means anyone within ear shot (a few meters)
Press enter at chat (as if you're going to type) and press TAB it will show you all available channels.
You can also right-click on chat window and select 'Chat Configuration' so customize your chat window, made separate windows (or stacked them by dragging them to the main chat window).
The chat interface is great if you learn how to set it up, which usually doesn't take long to figure out

but thats my problem the only channel listed is vicinity i even went through all the options but that is the only channel there

You need to assign channels. R-click on I in chat window, 3th option down is assign channels. Just select Newbie OOC, OOC, team, tells, shoping channel. Now you'll have several options available when hiting enter and then tab. For quicker selection over which channel to talk, you can always just click on it or use /, /v (vicinity), /t (team), /o (organization), /ch name (for private channels), /r (reply to last tell).

You can also:
/ch vicinity
/ch clan ooc/ot ooc/neut. ooc
/ch t
/ch o
etc. to change the 'default' channel. Then you can just press enter, type your message, and it gets sent to the default channel.
