help w/ twinking

i am a level 24 soldier, atrox. I am currently trying to twink so i can use the Neutrino Flash, and help or advice would be very much appreciated. Thanks in advance

Well, for starters, do you have a Neutrino Flash yet? If not, be aware it's a no drop item from Steps of Madness, and you won't get one without higher-level help.
If so, you'll need 301 Assault Rifle, and 151 Burst. Standard methods of twinking include Implants, general buffs, and Wrangle (from a trader). Higher level Soldiers can also buff your AR and Burst.... but the higher the buff, the more NCU you will need, so you might want to get a Fixer to increase your NCU temporarily too.
For implants, you can buy the pre-made ones at your soldier vending machine in the basic shops... look for Eye, Right Hand, and Right Arm to increase AR, Right hand and Right wrist for burst. Buy the highest ones you can afford/equip, and keep in mind that you can raise treatment easily to equip them. The implant machine gives +100 and you can always add a lot more with omni-med suit pieces.

NCU is the key, which in turn means CompLit skill is important! Small note, though: Fixer NCU buffs are only available from level 25 upward (aside of that +10 NCU perk), so no chance there to get help from Fixers, even if they wanted. Best bet is to collect memories and the belt from either ToTW or SoM (latter one requires a visit, anyway, so why not grab the belt and memories on the way, too).

The bigger problem is to get the abilities high enough.

As for the "final" buffs: Assault Rifle Mastery (+60 AR skill), Riot Control (+110 Burst) and a wrangle (up to +132 AR skill) should cover the missing points. Good luck :)

Don't forget Minor Suppressor in the buffs list -- sometimes you really need those seven points of Burst.
