Yes it's dissabled as a skill action...
No it's not as an item requisite...

It wasn't just Keepers that it made over powered, MA too...

Tsk... disabled in 2004ish it seems... I'm guessing they're not planning on re-enabling it any time soon... (and here I was thinking "Oh cool! Nifty things to spend ip in when I reach tl5!)

Well, if you're thinking of getting the Shadowlands expansion, it would be an unwise thing to spend too much IP in TL5 anyways. Because the TL6 shadowlevels would be very tight on IP if you don't have about a million IP or so spare at level 200.
