Is there a Map on this site that shows the whole world, area alignment, area level, average monster level, quest locations, and landmarks?

Assuming you mean as a webpage and not an ingame map file, no unfortunately not on AOU.

I was going to suggest though for actual viewable webpages to visit here http://www.nepentheim.com/rkplayfields/ingamemap.html
But I seem to be having issues viewing that page, so unsure whether it is working for anyone else

If you did mean ingame map file, then check under the Multimedia section and then Maps to download Atlas of Rubi ka (this is the most updated RK map) and probably the one that suits your needs best.

indeed, it seems that 'Travel to Rubi-Ka' web site is down :/
