Bureaucrat Suits

Being a level 23 Bureaucrat as well as a 26 Agent, it's not very easy to just sashay into the Foremen and demand an order form from the Lab Director. I have heard you can get these suits from missions, but honestly, I roll forever and get nothing but sub-par weapons, nano-whatevers for Underwater Basketweaving, and Instruction Discs for Underwater Basketweaving.
It's pretty much the same for chests, but I only bother to unlock chests with my Agent. Does being a Bureaucrat increase the chance you'll find a suit? Am I doing something wrong or doing the wrong kinds of missions?

The suits from chests are extremly rare...probably in range of 1:10k chance (missions not chests). However, you can buy those orders from higher level players in order to make yourself one.

Well, it seems like I'm a very lucky person as of late. A very kind player told me that he saw one in a chest in his mission, and allowed me to go in with him and get it.
