Hi everyone
I started to play this game a week ago, and meantime I tried to get informed from guides and forums, but it's a huge amount of info about this game that i had to crunch; so if this question had been asked somewhere else, sorry.
I'm a lvl.13 Solitus Advy and I have the following issue regarding IP:
since I started, I distributed the IP as follows:
- Primary skills maxed
- Body developement maxed
- Pistol maxed
- Ranged init, EvadeClsC maxed
also raised to about half of max:
- FlingShot, Speed, DodgeRng
other raised as needed to ba able to wear items (Adventuring, Perception, DoubleWielding, Treatment, MattCreate etc.) (and I managed to gather about 25000 unused IP, as I read that at higher lvls you'll never have enough to raise the abilities you want to)
I noticed that, since 1-2 lvls, after I max the primary skills, the other abilities that I want to max are already maxed, I can not raise or lower them at all! I suspected that some equipment has that effect so I unequipped everything, but no effect, they remain already maxed. I also read about the race skills caps, but I'm far from them, as my primary skills are at about 45 each (dunno for sure, but they are all equal and maxed). So, why I'm not allowed to raise the abilities that are important (to me) and I think it should be fully developed? It's a bug or what?

Yes, the game is quiet complex, hard to compensate all info about in a week

But the answer to your question is rather simple. Every class is divided in Title Levels, and each Title Level comes with a cap in skills. So your current cap will be raised once you gain a new Title Level, in this case at level 15.

About the skills rising without you putting points in them:
Each skill, apart from the basic skills, is influenced to a certain percentage by the basic skills. You can see the influence by looking in a skills description. So having high basic skills automatically helps you gain a few points in all other skills automatically.
About that item thing:
Items that raise your skills are not influenced by skill caps. The caps only limit your skills how much IP you can put into them. Using items (and nanos) to raise your skills will make it possible for you to reach even higher skills. Some people make an art out of maxing skills using items/nanos to be able to use other items having way higher requirements then you could ever reach with your normal skill caps. Thats called twinking
