It depends on your play style. Some people don't worry about having the best weapon they can have at any given time, because you'd be switching to a new weapon every few levels and that can be costly and/or very time consuming. I'd say when you start to feel that kills are taking too long is when you should seek out something new for a replacement.
The only time I get the best weapon I can on is if I'm parking the toon at a specific level for a reason. I know then I won't be leveling up, so having the best one I can will be more beneficial.
There's always the crazy twinks out there that constantly have the best weapon and swap it out often, it's just a tedious process at times and expensive.

For 1HE advy's the progression of weapons is quite straightforward. There's 1HE weapons in nearly every dungeon (except Subways) for you to use:
Tiny Sword
(whatever the Tiny Sword is called once it's upgraded)
Kinetic Axes
Nervejolters from Steps of Madness
Phase Blades from ToTW
Frozen Tear of Uklesh from ToTW
It's at this point that there's a gap, but there are plenty of good ones to choose that are fairly easy to get from such as:
Meibutsu Daito of Aptitude which can be bought from Tsunayoshi Smith
Sol Executioners which are mission rollable
After that
Chiropteras and Crispy Chiroptera's from Crypt of Home
that will take any froob advy from level 1 to 175 with ease.
