Repairmans Hat Problems

I can't complete this Tradeskill process. when I try to combine the Inactive Ot meta...blah with the notum chip...it just doesn't work. My chip is QL 31 and the Inactive bleh bleh is QL21.
What gives??

EDIT:
Oooh I just figured it out. I needed to activate the "Inactive" OT meta bleh first using a nanoprograming interface.
Someone should maybe correct the AOunivers guide to reflect this.

you have to activate the nanobots with a Nano Programming Tool before combining it with the notum
