I heard AO is going to make Org city available to froob too?

No. The Serenity Islands will be instanced cities for orgs, they won't have a market and the size of land will be small-medium.

As far as I'm aware the old cities and the new cities will require the Alien Invasion expansion.

However Means has said that they're working on allowing froobs teamed with org members (with AI) to enter the HQ as guests.

No word on an org member who is a froob entering his own org's HQ on his own.
