Lvl 10 soldier wearing quality 168 tank armor

How can I wear such high quality armor at lvl 15?

Did this person hack the game because I can't see any lvl 10 having the requirement to wear this armor. ( Stamina 486, Strength 444 )

You sure he wasn't wearing it in social tab?

Yes, it was in social.
I get it , social has no requirements and I had forgotten that armor provides no protection in social. I thought it was strange the rest of his armor was low.
My mistake, some of the other games I've played have trained me to expect the worst in players.
