As of patch 18.7, the fixer shop has been removed. All items except Cluster Bullets can now be bought in neutral fairtrade shops. Clusters bullets are now summoned via the nano Restock Special Ammo, which is shopbuyable in any general store.

Eliminated the Vagabond Cloak mission with Graham Simons as it doesnt exist any longer.

I recently did this quest and can confirm it still (again?) exists. It could be re-added to the guide.
