After handing over the insiginias, Eric Miller does indeed spawn, along with several other mobs, and more spawn every 20 seconds or so. They continue to spawn throughout the fight, so be ready for adds. Once Eric Miller dies, Unredeemed Roch spawns with yet more mobs, and the spawning continues, so ...

There are many cyborgs in the area for this quest at a variety of levels. The ones for the quest are level 150-170, though they're mixed in with a bunch of lower level cyborgs. All the quest cyborgs can be found anywhere in the valley, they aren't congregated in a single area.
