No, sadly Neut doesn't have a modifier attached to either the buff for Pulsing (clan) or the Union Buster buff where Omnis kill him. Also... ImageRelaxed State: 11% from stayin...

Added that quest can be done in about an hour
After a few players mentioned the Sirocco section was no longer accurate, I ran the quest line and then adjusted the Sirocco section to reflect the interaction I had with him, which had not been done previously. Should be clearer to follow now.

Removed the: "If you have not yet, you will also receive:" as after several reports and testing it on 4 different characters, on both servers, none of those named items were provided to players, on new or old characters for any of the NPCs. Unsure if its a glitch, or a change to the instance. Reword...
