Bottom line is... At low lvl, you tend to lvl so fast that things become out of date very fast. So I personaly tend to just go for carb as armour (it's easy to get & you just hand old sets down to your alts, no muss, no fuss). Perenniums aren't too bad cost wise, probably cheaper than Div9s actualy...
