kk just a quick review...
The Memory is writhing in your hands, as if it is alive. Burning, changing.
This item is a 'Leveling' item. It means that when your requirements meet wearing the higher level equipment, you can right-click on it, and it will increase its level.

QL 17 Morphing Memory
To Use
User Computer literacy >= 30
User Psychic >= 52 and
To Equip
User Computer literacy >= 30 and
User Psychic >= 52

kk basics out of the way... now.. to increase the level beyond 17, your computer literacy must be higher than 30 and psychic must be higher than 52. If you have exactly those numbers, you can't raise it higher. So let's say you want to increase it to QL 22... you would need:

To Use
User Computer literacy >= 40
User Psychic >= 67 and
To Equip
User Computer literacy >= 40 and
User Psychic

If you have these new numbers and it still won't level, then it's bugged and you should petition as mentioned above.

If you have the correct amount of Computer Literacy and Psychic to upgrade, then I would also assume petitioning might be the right solution incase there is a bug that hadnt been found yet... or if you are bugged.

The obvious answer would be to send in a petition... Ask those that know.
