I think it's worth correcting/clarifying that the elite mission handler will give missions to anyone (not just those over level 200), but they will give missions that are darn near impossible to do by yourself, and invariably require you to team with others (perhaps all pulling the same elite daily mission).

For level ranges 1 through 149, the missions are generally kill 3 to 5 of a given type of mob in order in one of the RK dungeons (Abandoned Subways, Temple of Three Winds, Crypt of Home, Smuggler's Den (mantis part), Smuggler's Den (smuggler's part), Smuggler's Den (high level mantis part, including the Mantis Queen).

Over level 150, you are given the opportunity to kill mobs in Inner Sanctum, but the culmination of that mission includes killing Hezak, which is a formidable task even with 220s in your team. Additionally, when your level is over 199, then you will be given the choice to kill Escape Prisoners, Dust Brigade, and Biodomes quest.

I think its worth mentioning that elite mission can be pulled below level 200, and are quite doable if you have a few friends. The number of friends, obviously can be reduce if they are high level or twinks.
