Please note that as of Patch 18.6 all cities are instanced. You will need to belong to an Org with an Instanced City and a Whompa to these areas to benefit from this option.

If a player has access to a player city that has the custom whoompahs installed, even a low level character in a yalm can get round this mission quickly!

The cities are all instanced, so it's a tad harder for those not in an organization. However, these days there ae warp bots everywhere, to almost any destination you want.
