Just tried this recipe: "Perfectly Cut Almandine" is of a too low quality level. With "Platinum Filigree Ring" at quality of 240 , the "Perfectly Cut Almandine" must be at least at quality 204.
So for platinum at least the gem seems to have to be within 85%.

Additionally to creating rings, some of the perfectly cut gems can be sold for a good price:
Like the buff values based on a QL400 version they are worth as follows:

I have updated the guide to list the bonuses for QL 250 rings, instead of QL 400, which can't be built in-game.

Updated the opening paragraph to reflect that it is the RINGs that see a potential value loss over a cut gem.
This guide was pointed out to me as a reason to not cut shadowlands gems because they lost value.. which is not true as all shadowlands gems are worth more cut than they are raw. Its just the process of turning them into a ring which can drop the value below the value of the cut gem being vendored alone.
