Part of the process needs to be flip flopped. It's "XXX Service Tower Shell + XXX Service Tower Brain = Inactive XXX Service Tower". The brain unfortunately sets the quality level for the process. As far as I've found, the highest available is the Cyborg Service Tower Library at QL 225. I have not seen a QL 300 Nano-Supervised Service Tower Library anywhere, ever. So it doesn't really matter how high of a Service Tower Shell you find, best you can build is a QL 225 that I know of.

I've only ever built QL 150's myself on my level 199 engineer. Unfortunate that the QL 300 service towers are not in game...
