Veteran Points are only earned if you have a subscription to the Shadowlands expansion (those who had just AI/LE expansions when those were offered separately do not earn Veteran Points). Although Veteran Shop terminals are located in RK cities, this guide should probably be moved to the Shadowlands Location guide, since only Shadowlands subscribers will be able to use this terminal.

As far as I know, you can't get AI or any of the later expantions/packs without having SL.

Not anymore, but a few years ago, you could. I know because I knew many people with an AI/LE only account. Now you must buy all expansions.

And I believe the one in Tir is by the Happy Rebel.

There is a veteran shop in the tower shop in ICC.

Yep! That was just added with 18.7 so it's on a long list of edits and changes that are being sorted

I like the way FC makes you wait 4 years to get 2 essential items (SL and RK recall beacons) that are needed for low level toons.
