No more Premade implants for Neu with 18.8

past couple days I've been taking a peek at 18.8 on Testlive, and discovered there are no premade implant shops available for Neutrals.
I asked in social, only reply I got was "Omni and Clan Basic", yesterday I created a Clan character, and it's true, so if this goes live, neutrals will need to find a Omni or Clan friend to get their premade Implants, today I asked if this was temporary or overlooked thing, but just got the sound of crickets, there were other players, checked and seemed I was the only neutral, so guess they didn't care. So no replay to today's query
heck you think I would had a answer from one of the GM's on Sundays event
if this was a change, that's going to stay, I gotta Ask . . WHY ? but I can only ask here
which possible means the people I need to hear this may never see it
