Dunno if this is true or not, just making sure. If you have a froob account, and upgrade it say when ur 30, you have lost 3 AI lvls and cant get em? Since there first AI lvl was at lvl 5 on the noob island, as well as the second AI lvl. So theres no way to get those AI lvls at lvl 40?

That is incorrect.

All you will have lost is an opportunity to get the first 3 on the newbie island (where their fairly easy to get)

The only thing your level effects is how many alien levels you can get upto, it doesn't effect when you can get them.

If you go to 220 before killing a single alien as soon as you start killing aliens and getting AI XP you will get AI level 1 and progress through to 30, you cannot miss any.

This used to be a fairly big thing as encountering aliens at low levels was a challenge, however with daily AI missions now available not getting the 3 possible to get on newbie island is not such an issue.

Basically if you upgrade go grab your first AI daily, if you kill a bunch of aliens in it before completing (always try to clear them out if you can) you'll probably get the first 3-4 before the hand in (which should easily give you the 5th), of course that's only if your high enough to have "unlocked" them, but if you get the xp for a level you haven't unlocked the XP will stay maxed till you level enough to unlock it, at which point you'll receive it.

Shadow levels are 201-220. You have to earn those in the Shadowlands. You can also get SK (since XP in Shadowlands is called Shadow Knowledge) from normal daily missions once you reach 200 since earning normal XP would be useless to you at that point.

There aren't actual daily mission in SL itself the same way there are ones on RK though I hear those are forthcoming soon. However, there are DOJA chips you find on SL mobs that you can turn in once ever 18 hours and also the Dark Ruins instance which has a solo and team instance which you can enter at 150.
