Weapons in guide which Ukblizzard provided are just for example how different stages of upgrades change them. As for question if all ql of stated weapons are upgradedable, no clue. Took me couple of weeks just to check if all combines are possible. But good news is that once upgraded, all weapons have same stats, which means that if you get a weapon that can't be upgraded at certain ql, just select another one.
