Newbie question about newbie armor:) btw. possible exploit!!

Hi again!
As I stated in a previous post, i'm playing AO for about 2 weeks. Sorry if this question might seem unrelevant, simple, stupid, etc.
I'm lvl 14 Solitus Adventurer, and like many others I made the starting quests on ICC Island to earn the newbie armor. After when I joined OT (I read that it's better to join than to remain neutral) I bought the OT badges and upgraded every piece of armor.
Now, in Rome, I noticed that the QL of the armor pieces raised! As far as I remeber, they were QL5 when I received them; now some were QL9, some QL10. Moreover, the QL increases upon equipping and deequipping them!!! thus, by 4 cicles of equipping/deequipping I brought them to QL14, further improvement would lead in impossibility of wearing them, as wear and use requirements are level-related and increases as QL increase.
I wanted to report on Anarchy-Online Exploits section forum, but I play from a free acc and I'm not allowed to post.
So... it is normal? Should I use this 'feature' in the future or not?
