New ely spec 2 quests

I was looking at the new quests in ely that give parts of spec 2 as reward and can't seem to find one for part 4. Is there no quest for part 4 or am I missing something?

Afraid there isnt Lukesed, well we didn't find one at any rate.
Do you know where you can go to hunt for it? If not, let us know your faction so we can think of some good suggestions for you.

I'm an omni nt, so I have been kiting the mobs in the redeemed temple.
EDIT: and part 4 finally dropped, had 1-3 drop before 4 did.
